In 2016,the average rate of light abandonment in Western China reached 20%.Gansu(43%),Xinjiang(38%),Jilin(30%)and Inner Mongolia(21%)were the most serious areas of wind abandonment.In this regard,Xie Kechang believes that the increasingly serious situation of"abandoning the wind and abandoning the scenery"and the rising installed scale,as well as the fierce competition in the electricity market,are both"building while abandoning"problems of renewable energy and new challenges in the impetus of energy production and consumption revolution.

"We also need to promote the high proportion of non-fossil energy use.Scientific development of hydropower,based on self-reliance,safe and efficient development of nuclear power.We will actively develop distributed integrated energy systems,such as wind,solar,geothermal and biomass energy,and expand ways and mechanisms for the use of renewable energy to improve absorption capacity.Xie Kechang believes that in order to revitalize the stock and solve the dilemma of"building while abandoning"of renewable energy,we must establish the idea that"revitalizing the stock means introducing increments".He suggested:Firstly,according to the requirements of"orderly promotion of trans-provincial absorption of 40 million kilowatts of renewable energy in the"Three North"region"proposed in the 13th Five-Year Plan for Electric Power Development,detailed implementation rules should be formulated to clarify how and where to deliver it.Secondly,we should integrate the superior resources on the platform of national laboratory,break through the common technologies and key technologies that restrict the absorption of renewable energy,improve the stability and reliability of energy storage system,especially the cycle efficiency of compressed air energy storage,the cycle life and storage density of batteries(stacks),and promote renewable energy.To absorb.

Third,in the face of new problems and challenges,China must also promote the clean use of fossil energy.It must be made clear that fossil energy,which can achieve clean,efficient and sustainable development and utilization,can also be clean energy.Xie Kechang said that the way out for the development of the coal industry is to achieve clean,efficient and sustainable development and utilization and to shift coal from a single fuel to both fuel and raw materials.It is necessary to strengthen the distribution of crude oil sources and demand control,realize diversification of supply and rationalization of demand,optimize refining process,and steadily improve the quality of oil products.In addition,we need to develop natural gas energy scientifically.

"Natural gas is a bridge to realize the"low carbon era"and the most realistic choice to improve China's energy structure in the near and medium term.To achieve safe and stable supply of natural gas,we must adhere to two points.Xie Kechang believes that first,on the basis of strengthening domestic conventional natural gas exploration and development,we should innovate investment and financing modes,strengthen technical tackling and improve the technical economy of unconventional natural gas exploration and development.Second,we should scientifically plan the scale,mode and rhythm of foreign natural gas imports,and increase the scale of LNG imports and the proportion of LNG stocks.

Finally,Xie Kechang also suggested that China should innovate the global energy governance model.Relying on the"one belt and one road"and looking around the world,we have made great efforts to improve the international energy discourse by taking industrial development,financial operation,rule making and cultural exchanges as the starting point.
